The German gambling treaty of 2021: the rules in brief

The German framework is among the strictest in Europe. Almost every rule targets the same quantity: the number of spins per hour.
What it is
Since 1 July 2021 a single framework has governed licensed online gambling in Germany. It did not only legalise the market — it regulated it more tightly than most European neighbours. There is no "gambling treaty 2026": anyone who runs into that date is reading a text that guessed the year.

What stands out is what almost every rule targets: not the payout rate but the pace. Turnover in a session is stake times number of spins — and both factors are capped here.
LUGAS and OASIS
LUGAS is the cross-operator system controlling deposits and simultaneous play. It ensures the monthly limit applies across all licensed operators together and that nobody is active at several at once.
OASIS is the central exclusion register. An exclusion takes effect immediately at every licensed operator; players can request it themselves, and it can be lifted no earlier than three months later.
What the framework does not do
